Gabriel Collins is the Baker Botts Fellow in Energy and Environmental Regulatory Affairs at Rice University’s Baker Institute for Public Policy and a Senior Visiting Research Fellow at the Oxford Institute for Energy Studies. His research portfolio is global and currently focuses on legal, environmental and economic issues relating to water — including the food-water-energy nexus —and the intersection between global energy commodity markets and a range of environmental, legal and national security issues. He is a Permian Basin native and licensed to practice law in Texas.
