A hat tip to Jeff Petty over at Integrated Field Solutions LLC for flagging a pending mandatory change in disposal reporting. As of May 1, 2024, the RRC will no longer accept the 1986 version of the P-18 and will require the use of the 2023 version of the P-18. Regardless of what reporting month it is for, the old form will be rejected starting on May 1. The new form was approved by the Commissioners in September 2023. The new form is available at https://www.rrc.texas.gov/oil-and-gas/oil-and-gas-forms (Also listed in the notice). Two major updates: a) new version can be submitted via email to the RRC: skimoil_condensatereporting@rrc.texas.gov
and b) BS&W removal must be tracked & reported in the same way as oil sales. Jeff tells us his platform is already using the new P-18 form in their ticket reconciliation software. This can be done either with full SWD field automation or as a "virtual" SWD (ie, only the ticket management & reporting).

Yesterday evening, we had the distinct pleasure of joining the OMM legal team at their Dallas office for an evening discussing water with one of their partners and a Professor at Stanford Law School, Buzz Thompson, who has just released a new book called "Liquid Asset" (great title) on the business of water. The event was well attended, including some O&G folks, and we learned a great deal as water topics discussed ranged from big picture water to produced water. Check out Buzz's book in the link below... One interesting idea Buzz discussed is how to attract big water consuming industries / facilities that can use treated produced water into the Permian Basin (instead of focusing on ag or moving the water out, why not bring consumers that can use it into the area?)... one such use case might be hydrogen production, as those companies will need a huge amount of water.

This is regarding the use of the Rio Grand and at issue is the motion by the states to enter a proposed consent decree to resolve the dispute over the U.S. claim as intervenors that New Mexico violated the Rio Grande Compact without the U.S. consent. Two spills of oilfield wastewater that were not cleaned up for years near Carlsbad landed a Permian Basin oil company $2 million in fines issued Thursday by state regulators.
